We have confirmation from our Office engineering team that this is a known issue where Office Installer is being held by Apple Spotlight while GateKeeper is attempting to validate the security of the package. Apple has released a fix in in Mac OS X version 10.11.6, currently in Beta. In the meantime, if you are receiving an error message saying that the package could not be installed because it's from an unidentified developer, wait for 10 seconds and double-click the installer again. If you are stuck at the Verifying.progress bar, close or cancel the progress bar and then try again. Please note that we don't advice making changes to your Security preferences to allow apps so that Office Installer will complete as your computer may become vulnerable to security issues, such as allowing unsigned applications to be installed. You mention that you don't have Apple's Remote Desktop. I would recommend considering it for what you are trying to do. I use it as you are describing all of the time - I have a.pkg file that needs to be installed on multiple computers in my LAN, I highlight the computers I want it installed on, and tell Remote Desktop to install it. It does much more than this, but it WILL do these remote installs for you. It is $80 for a license with unlimited clients. If the $80 is a sticking point - you could look at, which is 'a set of tools that, used together with a webserver-based repository of packages and package metadata, can be used by OS X administrators to manage software installs (and in many cases removals) on OS X client machines.' I have not used it myself, but have a lot of respect for the people coding it and using it in real life.
